Ahmad Shah Naqshbandi

Ahmad Shah Naqshbandi is the Deputy Director-General for National Procurement Authority (NPA), Administrative Office of the President (AOP) of the Islamic Republic of Afghanistan in the areas of procurement professionalization reform, donor relation and strategic operation management.
Prior to this he served in various key positions including Personal Assistant (PA) to President Mohammad Ashraf Ghani, Advisor to DG NPA, Director Cadre Affairs at National Procurement Authority and Deputy Executive Program Director with Afghanistan Rural Enterprise Development Program / The World Bank Group, Operation Officer with Ministry of Education and Ministry of Interior Affairs.
Mr. Naqshbandi holds a bachelor's degree from Kardan University, a postgraduate degree in sustainable rural development, a Master in Business Administration and Master in Public Procurement Management from University of Turin. He is also selected as ambassador remembering him as a talented participant, full of capacities with International Training Center of ILO in Turin and a successful graduate from Kardan University.
Mr. Naqshbandi has also been contributing towards educating young leaders within and outside of Afghanistan. He has been voluntarily serving as International Mentor with the United Nations Institute for Training and Research (UNITAR) located in Hiroshima Japan. He has been more specifically mentoring fellows from Afghanistan, Iraq and South Sudan who are enabled and trained on project management and leadership skills.
Mr. Naqshbandi is best known for his contribution in the fields of rural development, empowering communities, human resource development, budgeting, mentoring, management, leadership and reforming procurement professionalization and systems.
As a young leader, Mr. Naqshbandi was involved in developing several electronic systems, policies, procedures, strategies, youth development, organized national and international conferences, expanding partnership with national and international institutions like Bangor University in UK, International Training Center of ILO in Italy and Kabul and Polytechnic University in Afghanistan.
