Murtaza Noori

After completing his studies for Bachelor’s in Civil Engineering at Kardan University, Murtaza obtained his MBA degree from India and is now pursuing his PhD. During his professional career, he has contributed to several major projects’ implementation and completion like construction of many hard surface roads in Kabul, Bamyan and Badakhshan.

Murtaza is one of the main brains behind the procurement reforms introduced by the current government and is credited for establishing the Hybrid Procurement System in the country while working as the Country Procurement Policy Director at the President’s Office.
He’s also a visiting professor at UMEF University here in Kabul.
