Abstract

Higher education is one of the most significant factors for the development of the nations and its quality assurance has changed into an important matter in the higher education management and Afghan higher education is no exception. This Analytical-Descriptive research has been conducted in a “Critical Implementing Manner” based on “structural and tasks guidelines of capacity building programs”. On account of the effective legal and executive measures for quality assurance, there seem to be challenges on the way. The research finds out; legal challenges; lack of binding legal instruments, the existence of institutions with vague and parallel duties, lack of an independent monitoring body from the quality assurance process, lack of hearing complaints created in the process, and executive challenges; the existence of vague and general standards in the checklists, short term turnover of the checklists, a dependent combination of the assessing committees, lack of accurate need evaluating procedure for defining standards and drafting the checklists and finally lack institutionalized quality promoting culture are the reasons disturbing it to reach the targets for the quality assurance of the higher education in the country.
